For small files i would recommend to “myWear File explorer” for large files AnExplorer is better i use it a lot. But soon i do a video on it. (Make sure both r connect to same wifi or use mobile hotspot to watch it works)

Yes you can get regular notifications on LTE model. Similar to phone.. Same If it bluetooth model, still it uses wifi to connect data.

Actually I’m running original telegram android version. As we know wear OS is redesign of android. No its not officially developed for watches
