I like that little touch they made throughout the trilogy. In each movie, they made Mal's green eyes brighter, emphasizing how more powerful she's becoming.
Throughout the movie she probably knew she had the dragon in her but she couldn't control it. If I had to guess, she was trying to tamp it down because of both her princess image and as a sign of suppressing your stress. She's probably not afraid for her own life, but the lives of everyone around her should she let the dragon out.

In Descendants 2 when Mal gets her green eyes when getting chased by paparazzis and stressed by Jane they’re in all reality panic attacks showing how she can’t handle all the stress... it’s sad really
you can tell that she was slowly beginning to be able to control her green eyes. (in descendants 1 and half of 2 her eyes only glow green when shes frustrated except for the first video, and in the 2nd half of 2 and 3 she only does it when she needs to like the arm wrestle and becoming a dragon)

I like to think it makes her see the way dragons in that world do. And I assume that they see things in better detail, like the way hawks can see a mouse from like 2 miles away. Or that she can see through a kind of magic scope. Just my little mini headcanons 😊

I think her eyes is green when her powers are "coming" like when it's stronger, when she's with her mother or with uma it's like showing who it's stronger and when she is stressed it comes too because her feelings are too much, and when she made magics like just with her powers not with the spell book
