keep leaving then talking to him then reset the map by leaving again then talk to him again until he finally disappears but if that doesn't work then unfortunately you might be glitched

technically you only need 20 of the 21. when you get 20 of them you can turn it into the guy at the end to get the last tablet. so if you miss one it's okay
