Rasputin Dreamweaver is the only card in Magic with a maximum number of a counter that can be on it. Removing the extra if there's more than 7 is a state based action that is just there for him.

I'm very much looking forward to The Dark. It's a virtually unplayable set, even for it's time, but has what I consider some of the best art in early MTG.

We'll see that in like 3 months, I bet!😂 The only issue would be what to call it! Gotta put "Sleeve" in it somewhere, which could get tricky...
Horror of horrors and Part water must have been in the uncommon run that was shipped to the other part of the world for Patrick... so it was not opened much in his state. And THEN, since these cards are both horrible, not many players traded for them or used WOTC's exchange program to get the missing cards. so they stayed extremely rare in same areas. NOw if you missed good cards, like Mana drain or Kismet , those would be actively searched for in the whole world, so those would naturally spread out everywhere by market forces. . But not the stinkers. people would only collect one at most for their set, and stuff it in a binder at home
For clarity: The Japanese and German Legends cards you found were from the Chronicles (Japan's were black border, no idea why) and Renaissance (cards inserted into 4th ed with black border and expac symbol, only released in foreign markets) sets. I still have cards from packs I bought on a trip to Germany in 1995.
