If Overlord Crab Bow's additional skills (Heavy Arrow etc.) are activated, I think it could be similar to or higher than Fenrir's dedicated weapon in terms of damage (I'm not sure if the effect of the heavy arrow applies to Fenrir's attacks as well). These are probabilistic issues that apply only in limited situations, and in PVP, I think the Tier V effect of the dedicated weapon is essential, so I recommend the dedicated weapon (OCB seems to be a good choice in PVE where continuous damage must be inflicted).
I'm still trying out various builds and modifying them, so I'll share a rough build: sufficient CRI% (about 250~) and equipment/headwear/card priority (final damage > elemental damage, damage to medium-size, auto atk dmg, physical pen. > physical dmg > CRI dmg > atk%)

Yes, the damage is so good and I think it's more fun to control than Thor ..
