In this case, if Fitzpatrick retired right now, he would get a bonus for having a majority of his seasons as an AP1 which would jump him up to around Tyrann Mathieu.

I mean, he is probably borderline at best. No 1st team all-pros, 1 second team. Never close to getting an MVP. His career counting stat (Yds, TDs) accumulation is quite a bit below other QBs that would be considered his contemporaries. Plus the last couple years of relatively poor performance have taken a lot of the luster off his reputation. If he gets in, he's definitely on the lower end of HoF QBs.
