@@jaydennguyen-xk1yo It was enough to put the leg he wanted to shoot with on a different trajectory. You probably never played football. A similar contact happened some years ago with ROmania against Italy. You only need to touch the shooting leg a bit to completely mess up the player's shot.

That is not exactly the correct explanation.
The only time DOGSO is NOT a mandatory sending-off is when it's a common foul in the penalty area that's not a deliberate violation of the LOTG, AND a KFTM (kick from the mark) aka "penalty kick" is awarded.
DOGSO outside the Penalty Area is still a mandatory sending-off regardless of the severity of the foul.
This law was changed recently based on the reasoning that the KFTM is in, and of itself an obvious scoring opportunity therefore the opportunity was not denied.
If the foul in the penalty area is flagrant, and/or deliberate, the player may still be sent off at the referee's discretion.

The thing is, that such rules are always benefiting the 'big guys'. We saw how they got even a red card and penalty for Germany when it wasn't needed and no body even protested. But the same Germany in 2018 WC fouled 1 Swedish player, both a last defender and in penalty box. There was neither a penalty, neither even VAR review.
Or when Argentina got penalty against Croatia because their keeper couldn't beat the laws of physics and meanwhile argentinian getting every opportunity all tournament to dive in the penalty box(and always were awarded for this). But here, there even problems to get the penalty.

PSG did not get a penalty. You give only a yellow if there is a penalty. For a free kick outside the box, you have to give a red card.
