I’m pretty sure that giving Melodie only 2 notes is a bit extreme like maybe just reduce the speed of its rotation but other than that this list is good
Bro wanted Melody in F-Tier... Just reduce Lily's Damage by 20%, she would be less effective, but don't fall completely... And please don't speak about Frank... He deserves this buffs... Your ideas on Hank, Janet & Ash are perfect... Draco is not the strongest Brawler... He even needs good positioning to play better... So no need of nerfing him... Bo needs a buff, may be Damage & Speed...
Maybe for chuck don’t give him buff or nerf but quality improvements like when he’s aiming to put down his posts have a line to see how the posts would connect or not and also make it so his ghost train gadget can be activated in advance without having his super fully charged
