Poor work in a poor country.
That type of bank construktion technique, would be a no go in Europe. Fine clay fill with very little structural stone in the road body , no compating , no drainage layers, no geoteixtil.
On non critical structures like sound damping levy's, a sutch; just "pile stuff up "-methods, may be ok. sometimes when very big rock pices are used for example to construct
Wave protection piers trucks may just dump rock in a string until creating a natural "gravity angel body " the structure breaks the surface, then more material whold be added with more control / compaction.
My guess for why there is on one wing wall is that the river flow from the side of the wing wall . So they probably has figured out that the downstream side could do without, risky design. The backurent around the foundations in case of flooding may very well start to carve out the corner of the bank. I hope they at least put erosion protection rock around the base there when done with raising the bank.

Smh😌 but I guess it'll be 1000s times better than the plywood structures I usually see them using for bridges... I mean where is the compactor, where is the soil erosion protection, they have one wing on the bridge ,but I guess they ran out of time or money for the second one...I guess that homeless camp will have to move now at the end of the bridge ,lol! Hey I'm no engineer or bridge builder but this looks like a headache or a make work project for years to come...
