You can have deliverance from a spirit before salvation. We see Jesus casted out demons out of the young man with mental illness in the Gospels. We see Apostle Paul casted out the Spirit of divination out of that girl. None of these person's were followers of Christ. On the other hand, the baptism of the Holy Ghost is only for born again believers. The scripture says, " the world can not receive Him, neither do they know Him."
Some come TO Christ because they've been delivered. Many aren't taught that Jesus can deliver so they search incessantly, struggling. Baptism is definitely after Salvation and knowing the importance of it first.
