I like the narrator they say the necessary stuff while also providing enough details to make sense of the story. Majority of the time other narrators add about up to 90% unnecessary or completely unrelated details to the story.
If a kid is too young to be held accountable, then it is reasonable to expect supervision by someone that can be held accountable at all times. As in the movie, the kids are too young so charge the parents with negligence leading to death. Same goes for the young, the ill and the broken; if you cannot be held legally accountable, then society does not trust you and you need to be kept seperate, wrong doing or no.

Well in the states you have the possible of corrupt judge, cops, and even a political representative which many have been announce in the news. So the cycle of corruption corrupt good people to do bad things, and become a bad person. While the idiocracy of innocense depend upon the guidance of leaders to lead them, they will pretend to honor as they deceive and then reinforce by media like CNN to fabricate stories like they did before.
In my country, those who did crime either go to juvenile school. If the crime is heavy, they will go to the juvenile school until 17 or 18 then they will serve their sentence on prison. Of course, they will have hearing on court so whether they will stay in prison or juvenile school is also on court. I think this a good way. The juvenile school is quite strict as the warden is either a retired soldier or retired policemen but they also let the parents visit so it's just like a boarding school but more strict and maybe they will need to visit court from time to time.
