I'm on PC and my options are on default, I didn't do anything special for the cutscenes. Though I noticed that some of the cutscenes were rendered higher quality and goes back to the normal quality when transition from cutscene to gameplay happens. Since you are on ps4, and especially if you are on a base ps4 it might have something to do with this higher quality cutscenes.
