Is there a way to wire it so you can control the fan speed from either end without the othersides switch having to be in the right position making it truly 2 way?

It is better to use single regulator, Two regulators won't work simultaneously...
there is no method to work with double regulator, which work as two way..
for e.g. in this method if the line is flowing from L1 terminal of switch, Regulator connected from L2 terminal will not get supply.
