There is a perfectly reasonable explanation for this. Don, the guy who portrays Bill, was very Dear friends with the Late, Great Ali. It's Don's way of paying tribute to his friend. Don also adlibs most of Bill's lines. That is why He is such a great character. 😊

Steffy never continued anything with Bill after their hookup..she chose to go back to Liam..never once Steffy gave Liam the impression that she wanted to be with both Bill and Liam (unlike Hope being with Wyatt and Liam in the past) But Liam chose to be in Hope's corner when he found out about the baby Hope is carrying for him ,coupled with Hope and Brooke's great influence. Liam should have just married Hope when he had the chance but no, he enjoys the attention..till Steffy FINALLY puts an end to it
