There are many islands in the San Francisco Bay Area. There is a book about them. You can find islands all around the Bay. They go out to the Farallons and up into the Delta and down to the South Bay. Manganese was mined on the island. Ocean going vessels would bring cargo to San Francisco and would take rocks as ballast to leave. If they used the manganese from Red Island they could at least sell it when they didn't need it anymore.

The costs of building a big house or hotel on there wouldn't be cheap, with materials and laborers having to be transported by boat. Not to mention building some sort of scaffolding and stairs so workers can climb up and down to the top, where I assume any building would be located. Then there's potentially building a small pier or helipad for easier access. To say nothing of securing the relevant permissions from all three counties ($$ lawyers fees and lots of time waiting for the local government to extract their pounds of flesh). The only serious buyers for a property like this would be people ready to spend another $25m on top of the asking price to develop it. A pretty select group of people.
I would develop a small house in whichever county had the best practices for taxation and such. First though I would want to find out if it was possible to connect utilities there. It wouldn’t be awful to get power through generator and solar but water and disposal would be a pain to figure out, at least in my limited skill set.
Don't forget the scenic view of Folsom Prison too! I understand why people don't want it lol former mine site (heavy metal contamination), no running services and need approval from 3 counties to do any work
