It's not actually confirmed if higher seas have better luck so today we will be proving it once and for all in this video by rolling 100 fruits in both the 3rd and 1st sea to see the difference. I have a theory that what increases the chance of getting good fruit is not the sea, but the level of the account used. The higher your account level the higher the chance to get good fruit, Because the game system calculates that you need better fruit to match your account level, and also the roll system thinks that your account is at the same level as the ocean that you should be at.

In my opinion it really does feel like 3rd and 2nd sea do have somewhat higher luck compared to 1st sea
For real, I’m a max lvl player and in my whole blox fruits career, best I’ve gotten from first sea was quake, yet I’ve gotten 2 leopards In second sea, and 2 legendary fruits in a row in 3rd sea! (rumble and portal)
