If you can make the ROV bigger with light blocks, it will make it less dense, so it will sink less aggressively and make it easier to get it up from the bottom of the ocean, also, move the pitch rudder so that it faces back, it will make the pitch smoother, less aggressive and more efficient
Edit, make the ROV bigger but leave it empty, don't fill the space that you'll add with blocks, leave it empty like the big submarine
