I think the way we should interpret the shooting scene(and probably most of the scenes) be different. This is a story narrated by Anand(journalist) and he got it by inertviews and research mostly. The image of the hero that he got was an unstoppable man who cannot be stopped by bullets or bombs. That is what is being depicted by the shooting scene(and all other similar ones). It is not that the goons don't know how to shoot/hit the target, but because the hero cannot be stopped by anything! It is beautiful in a sense...with the BGM, sufferings of people and flashbacks and all they are building a character.The one who is like a Godly avatar destined to do something great.
