In my opinion, he is a Z fighter. He was definitely in the trenches with the rest. He was the first to lay hands on Cell. He threw Android 16 head and that set Gohan in motion. He did his part.
He IS the strongest. He won the world tournament multiple times using pure martial arts skill. The Z Fighters are a bunch of cheaters with unfair advantages. Advantages he didn’t need to win.
Against even a novice Ki fighter, he is comparatively weak. But he's still a legitimate world champion, incredibly strong for a normal human and can put up a very good fight against even a highly trained combatant. As long as they arent, y'know, monsters like everyone else in the series. He could probably put start-of-series Goku or someone like Yamcha through a nice fight, but still lose in the end.
We should compare him to previous important enemies that kid Goku encountered in the first Dragon Ball Series. For example: I think that Hercule would be on par with a fast boxer like Captain Silver.

Mr. Satan gets alot of flack for reasonably running from super powered people. But as far a a regular human he is strongest normal person in the world and is actually a good guy. This and when he got every one to give there energy to goku are some of his finest moments. He also tamed buu. If it weren't for him gohan wouldn't have defeated cell. I used to hate the guy for taking all the credit but someone had to. The z fighters didn't want the credit. Mr Satan is a good guy in my book.
Even at the start of Super, he gives Goku a lot of money because he's the real hero of Earth. Satan is not only a decent fighter but a good dude, and hilarious. definitely an underrated character
Something I always appreciated about this show. For as much as they play Hercule for clown shoes, and for as weak as he is compared to the Z-Fighters, they always remembered that he is, by regular human standards, a phenomenally talented, powerful, and strong fighter.
Funny thing is, if Hercule was around during dragon ball, he’d be among the top 10 or so fighters at the time. Then again most of the top 10 had ki so there’s that too.

Yeah, putting aside all the z fighters (young and old), Hercule is the strongest human man for a good while (until he gets lazy and old), but Videl is likely stronger than him even at this stage where he's still a good fighter. Gohan says as much, though not out loud.
It isn't just about his power though. Hercule also has a pretty noble spirit: going for a man armed with a rocket launcher takes true courage. But for Bee and Buu, his chivalrous side came out. In the end of the day, he is a good man.
Hercule must have held back considerably because if he's strong enough to break concrete, phone books, and pull busses, his punches should've killed that man.
Remember hercule is super human by most modern settings standards, he is absurdly quick, strong and durable, its just you know.... Everyone else are gods on steroids

He's seriously my favorite character, always has been. He makes a great living considering he's surrounded by world enders and ki-users. I was actually disappointed when they cut him out of Dragonball FighterZ.
