Those inner parts of highway ramps are used as detention basins where I live. Run off pipes are elevated to cut off the water flow when there is normal amount of rain. Now they just should let shrubs and plants to take over those usually dead parts of city enviroment.

SuDS are designed to cope better than conventional drainage systems with extreme weather events so not sure what your point is Jack.
