There are number of violations. A murder is one of the serious violations. Reckless driving can not be forgiven under the blood money payment. Similarly a general manslaughter action endangering other drivers life by use of vehicle by violent driver can not be wiped out by the blood money.
It should be fully investigated to whom bribes were paid to facilitate the blood money money deal.
What kinds of pressures were inflicted on the victim's family to accept the blood money deal.
Why legislature is not looking into singularizing the blood money aspect only relating to the simple living conditions of 1500 years ago and to make laws for the new mitigating conditions to punish the criminals in addition to the blood money.

I feel Diyat law should be reviewed as it is being misused by the rich and influentials persons or an open Licence has been given to them to kill anyone and then give ransom to save the culprit. Is a human life is so cheap that it can be compromised against some money? Physical punishment is also a must and if out of court parties negotiate that money should be handsome and a considerable portion of money out of wealth of family as a lesson and discourage the crime whether intentionally or not. I feel Ulemas did not studied the situation of prophethood period when this Islamic law was declared and enforced. Judiciary is also influenced to accept the pardon, may be for the self interest.

Pakistan ka masla Ghurbat hai. Jis faida ameer log letay hain. The wife and mother of the victims would have found it very difficult to survive without a source of income. So it is understandable for the victims family to take the money. I personally don't agree with the law, but the justice system is dysfunctional and the of lowest ranked in the world.
They lost their loved ones, and they don't expect justice where rich and influential are involved. They will be left empty handed. This law is abused by the rich. But on the other hand, victims family have something to live off of. One thing I would advocate is set one fixed highest diyyat amount so the rich actually feel some financial pain and will be more careful. Life is invaluable. So minimum should be 20 carore not 1 ya 2 ya 5. That is an insult. Even 20 crores are peanuts for these uber rich!
Imagine millions spent on horse trading in assemblies and bribes. 5 crores is peanuts for them.😡
