Turns out the way to survive F17’s AOE Death bubble is that it deals more damage if you’re near another player (like reso affix) still takes energy coat / shield sigil for me to survive with 3.8k PVE reduction though

You die because of blue puddle debuff. It increase the water bomb dmg than be done by boss.

Bro, u think f2p player can get pass after 16?
Im a mechanic i cn solo 16f, but after 16 thers no chance for me or my team to defeat 17f and higher, boss alwasy 1-2 hit us

I would say sadly no. Generally for TOC Hell it's meant to be for whales/high spenders. I remember S1 where as a sage in Hell I was doing about 100k per bolt due to the insane mdef of the monsters. - If im not mistaken, S1 HELL had about 3k mdef and even more PDEF so not just a survival issue you will face a damage issue as well.
Another thing is, gotta keep in mind that S2 TOC was made for TW and Korea server in the time when they only had 2-2 classes and now we're 3-1 classes, so you can expect S3 Hell to be even harder than this and unachievable for f2p players.

If u can pass 16f, can try 18f. Its easier than 17f

f2p can pass those level as long you achieve the required stat pen/res.
