He can't exactly fly around like Mercy or Lucio and his Dash covers a very short distance. 250 will probably make him as killable as most heroes. 275 hp just doesn't feel great to play against because he plays in the backline so he's not as easy to damage as other 275 hp heroes (cass/sym, who generally plays close in the front). 275 hp changes a lot of the breakpoints, especially for characters with automatic weapons or weapons that does low damage per shot, e.g. with Soldier/Sombra/Tracer/Ball/Doom/Lucio. Pretty much all heroes except Ashe/Widow will need one or two or even more shots to kill him.
