Well Andrew does have some form of morality & some form of restraint. Torturing Jack is one thing Andrew could do, I mean the guy literally killed his wife so at least there's some justification there, however straight up murdering Jack. That's where Andrew draws the line there, he ain't doing that in cold-blood but Type-0/Goldina sure as hell would.
