I'm British and have learned several languages. About 25-30 years ago the examination system for foreign languages in British schools was changed and, instead of aiming for grammatical and theoretical perfection of the language (and losing points for every single mistake), a new approach of results-based proficiency was introduced. For example, in your oral exam, you are given a role-play task with the teacher - you need to buy a return train ticket for next week and you need to know what time the train arrives at your destination and whether you need a separate reservation for your dog (for example). So there are several important parts to the task and, if you can express yourself in the target language to fulfil all of the aspects of the task, you will get full points. Your language speaking no longer needed to be perfect - it needed to be functionally useful. Did you complete all aspects of the task? Yes? Great! Was it beautiful, poetic, intellectual? Maybe not, but hey, who cares? It got the job done.
