This is what I wrote for my school notes if any one wants it: - Drafted by James Madison - Proposed a strong national government - In the Virginia Plan, two governments would govern the people - There would also be a state and national government both of whom would get their power from the people (federal system) - The national government could make and enforce its own laws and collect its own taxes (this is different from before where the government was weak and could not do either) - Divided the government into legislative, executive, and judicial branches - The national legislature would have two houses: the House of Representatives and the Senate - The number of representatives in each house would be based on the states population (the higher the population, the more number of representatives)
