I've always thought the P.R.R. would be Spamton (multiple VAs, including Alex Rochon and DontaeRiceAlert, randomly cutting between voices to add to the glitchiness, and maybe MOTI doing vocals for the fight music), but you do make a convincing argument for Muggy...
