The tool I use to cut the washi tape come from Stationery Pal: stationerypal.com/collections/cutters?ref=meeco
But I don't recommend this type of pen knife, I have trouble using it because I can't see the blade part.

However, I think that the use of the Sharp Blade Carving Knife must be delicate because there is always a risk of cutting the paper in addition to the washitape...
