for ole 99 being a 0-16-4 which is crazy but I think it was because at the time the UP 9000 4-12-2's were still around and the Soviet AA20 4-14-4 was a recent memory so they thought "Well maybe next steam locomotive will be an 0-16-4 or something who knows?" and that its just a 4-8-8-4 minus front pilot wheels and no articulation
