In that they can a develops RACI matrix where first they searches for stakeholders and after that they defines the Individual persons role and responsibility, RACI Matrix(Responsibility, Accountability, Consulting and Inform). Any state planning commission don't have the working standard operation procedure (SOP) to develop master plan, where they can take care every aspect of sustainable development.

We are not the only country in the world to suffer from the issue of Urbanization, there are many countries who have excelled at it now. Why can't there development & integration model be studied before making our own? Rather than spending millions of rupees and then simply saying that we are learning!

No doubt environmental Study and integrated model are important before implementing any scheme but for any development such as metro project, housing , either trees should be cut down or we should stop the urbanization along with development.
Balance b/w both is most challenging task for urban planner.
That's exactly is the direction of my statement that how the balance can be maintained also difficult problems needs more effort,obviously much more than what is being done now. It's not easy neither breating P.M is!
