The guarantee is 3000 because you can get enough frags at that amount. I like what they are doing cause if you like the ex character and you don't have enough for the guarantee, you can still summon using like all 500gems and if you dont get him, once the rebanner comes for that character, you will not start from scratch as you have frags and you only need to summon until you got a total of 500 frags which unlocks the character.

This banner’s 20 fragments that can’t be used on anyone else is practically useless unless you whale. Do not summon on this banner, the one prior to garp release where they brought back a lot of ex’s with a guaranteed legendary was the best banner in the last month. They’ll bring out way better value banners soon, keep saving 👍
