How can one make the Maximum Number in the form control to be dynamic? This will cater for increasing employees in the table. I also thought merging columns was being discouraged in favour of aligning central.

Instead of typing number you can give cell referencing while selecting min and max value for foam control icon. The reference cell can then be connected with some formula to get dynamic number like counta(unique(b:b)-1) or any other appropriate formula.
