I love the fact that this skin is just the Draco we already know, but he's really into the role he's given. There's nothing changed about his personality here, still the same voicelines and his habit of repeating his voicelines, and his normal voice coming in as proof. I love to think that this is just Draco with a costume and he just feels really cool and badass with it. I love these details!
Yes its him except there are much differences 1)He is not a human anymore he is an undead ghost because he lacks a face its the spirits controlling him and the hellfire coming out from his body and he lacks pupils like most Halloween skins 2)There is a difference in his personality for example his behavior this skins causes him to be more evil normal Draco is not evil though 3)"His habit of repeating voicelines" There are plenty of brawlers to also repeat their voicelines when using them Bibi,Stu and Primo who keep saying their names multiple times and Penny who repeatedly laughs also even if its a legendary skin he still have some of his voice lines taken from his regular skin but the rest of them are distinct from the orginal with additional different lines and that "normal" voice coming from his skin is actually a bug and would be fixed in the future 4)Draco himself is already brashful but this skin gives him villainous traits and a scary and evil voice
I'm buying it immediately when it comes out, it has the best voice of all the legendary skins, it's so dark, demonic and scary, plus these animations and emotes, it's just beautiful and I think it could easily compete with skins from China
