Actually idea for icl was very good, it recruited players from overseas and indian team.(most of them were retired, out of form, played few matches but did not got consistency.) Plus players were recruits from domestic circles. This actually gave players more money opportunities to learn from senior players.
It wouldn't make any difference even if ICL had come up with 'better' strategies. BCCI was against it. BCCI is so powerful and rich organization that no cricket activity can survive without its approval.
What you said is true but not in the right way!! It's not that ICL recruited players who were retired or out of form....but the fact is that, other than those categories of players like retired or out of form...ICL didn't get much inform active players...due to various reasons, players opted out from the league and so ICL could only use those players.... But they're not its target players..
