Hi I know this is a very late comment, but in doing the deletes, I noticed that the IsDeleted flag is included in the folded query for checking the Max LastUpdatedDate for each partition, so it excludes deleted rows during its check. Therefore, that partition with the deleted row is not refreshed. I have dug through almost all the videos, blogs and documentation on this and this is not addressed in the ones that recommend the soft delete approach.
