He can't created Organic webs like Tobey, though he has spider senses and other spider ideals, like being to climb and having strength of some sort making him have powers thought i'm not sure if he is quirkless in my opinion he could half quirkless and half not ^0^ hope it answers your question, i have to applied he was quirkless cuz im not sure of it.
