The damage of small arms vs air was too much. On a full server, they blasted you out of the skies with AKs before you made a single pass, not to mention helicopters that were even easier targets. In BF2 they went too far the other way, small arms did basically 0 damage vs aircraft and 25mm-30mm autocannons did very little damage. Only 12.7mm HMGs were kinda useful, but they were very rare, only on tanks and jeeps.
