Absolutely unfair, I lost so much money and so much guns and ammo and armor because of this NPC. They need to nerf it a bit

Im sure he spawns when you're powerful. This agent 7 dude spawned when i only killed 1 player

Love how unfair it is, by far the dumbest encounter in the game
I encountered a diffrent one that just talked to me thats all
It glitched and he killed me
I saw him,and killed him but I đie later kill him,when dead,I saw error,glitch aura.
