They put small barriers around the drains to prevent debris from blocking them... causing flooding. Their theory.... is that the water will pass the "barrier" while dirt, ash and burned bits do not. Anybody with a brain can imagine what the result will be. But they're not trying to prevent the water from going in.... they're trying to make everything flow more smoothly, while preventing debris from entering (and blocking) sewers. lol..... They're also putting "barriers" along the road. Anyone who looks at those barriers in comparison to ANY videotaped mudslide (ever, in history) will get a good chuckle out of their attempts. I think the authorities are just doing anything they can.... so they can say they did. They want to feel like they have some sort of control.... while projecting that same image (to comfort and sedate people). None of these measure will do anything to stop anything. What they SHOULD have done was take pre-emptive measures.... such as thinning the vegetation in city limits and NOT building houses 6 inches away from each other (and out of cheap materials). This sort of thing will increase in frequency in accordance with the authorities pushing "densification". Everything that people are building residential housing with.... is flammable. Hope this time the K-Rail put on correct location to protect the car passing by the road and not only saving the ocean ..... If any car and life got wash away by the mud slide down the hill. Then they need take responsibility because saving the nature.
