That is dual control structure. MoD show AR on its website as paramilitary forces, However, MHA's official website says it part of CAPF. In recent times the term paramilitary forces is getting blurred.

Asam rifles is A mod operational command force. And bravery force highest gallantry chakra in Indian armed force like Veer chakra Ashok chakra Kirti chakra. And Shaurya chakra. Since 1835. The Jammu Kashmir Malaysia was also a paramilitary force. But that Malaysia force merged with Indian army within 30 years from raising.
