Respectfully I make these copies for patients all the time. They just have to ask and fill out HIPPA paper. They won't be interpreted by staff. If someplace won't give them to you, call the State Department of Health and the Federal Civil Rights department and file a complaint. Only takes three of those for the fines to pile up
