No it's not allowed. But during this event's the police will not fine you, just tell you to get down. The police just want everything to run smooth. Like in my city, we have a city ordinance that public drinking is not allowed in the city center. But that law goes out the window during this type of events. They can't enforce it because everybody brakes the law and it's OK. Nobody cares.
