Public university fees in Italy is not 10 lakhs ... Public is government university and their fee ranging from 1000-2500 euro

If most of the students are will to shift or relocate to other places or countries, then why would Italian government give scholarship for a person who would not work for the same country.
I have seen both the channel when I was applying. I got chance in tuhh and PoliMi bit I chose PoliMi by seeing dipanshu's video reason was scholership !!
