It's an upgraded combo finisher. You can do it if you press X or A, depending on the controller you're using.

How the fuck do you dash and throw ki blast at the same time

Press and hold the dash button while mashing the ki blast button. If you time it correctly you can pull it off.

@Veli Henny are you sure? There's different dashes in this game and I think the controls translate the same. With the PS4 controller holding X let's you dash around while pressing L3 let's you Dash towards an enemy.
