The amount your seeing at the top includes the money he's placed down the bottom and you can see at 3:04 that when he places the bet at the bottom, a fifth of the bet is placed on each number as well. TL;DR - £5 bet at bottom is included in the £4 bet at top. See 3:04 for why.
