Yes, in theory you can garrison and release settler to steal more fire power, but I never expecting to see this micro in a real game.
I think Aztec player should have kept the pressure at the beginning of age 3. He let the dutch player take control of too many herds.
What's the main reason to constantly move your army around, even just in small increments? Just so you're not taken by surprise?
