As someone unfamiliar with this process, why are the locks necessary for passage? Is this a security check point?

The Soo Locks were built to bypass the St. Marys Rapids. Google St. Marys Rapids or Soo Locks if you want to know more.

There’s around a 20-25 foot elevation change in this area due to the rapids, hence the need for the Soo Locks.
