Stewie, who is intelligent enough to know that doing nothing is a great way to convince the world that he was cooperating with the killer, formulated a bogus plan to save Peter that in no way could work, but gave him the plausible deniability that would protect him from any future inquisition... no one is thanking him because they all know that he is the reason why they all need to continue on living with Peter. The Dog is using Stewie as a scapegoat because he has trouble taking responsibility for his own actions. That is why he only passively resisted the bogus plan and then pushed all of the responsibility of solving the problem onto Stewie in case the plan failed. The success of the plan leads the dog to believe that he will have good graces with Lois, who was the only one that has any love for Peter. This was a complex and deep scene, and there is no telling how I managed to make all of this up on the spot. This is a cry for help.
