I'm not from nh, but I have watched other videos about Portsmouth, NH, and they do not pronounce it with a strong "smith" sound. I have watched videos uploaded by youtube channel "City of Portsmouth, New Hampshire." for example the video named "Welcome to Historic Portsmouth, NH, USA" and you will hear the woman in the video pronounce it correctly. It's almost "Portsmeth" but with no stress at all on the "meth". The vowel sound is best described by linguists using the "schwa" vowel from the International Phonetic Alphabet (IPA).
