Yeah he was nerfed. They nerfed the slow effect of his daggers. Before update, just one hit of his dagger can have a maximum slow effect to the enemy, but now you should hit all the daggers to the enemy to have maximum slow effect.
You can either use magic shoes or aracane boots. And based on my playstyle i prefer to buy COD first.Buying the cod first triggers its passive earlier So when you buy the lightning truncheon after cod. The mana obtained by cod would be higher since you have bought it earlier

They just added the sloweffect every dagger will slow the enemy by 5% I think but the dmg is still the same
